HRDC, GFM launch new skills development programme to tackle skills needs in Financial Services Sector


In a bid to fill an immediate need for specific skills in the Financial Services Sector, Global Finance Mauritius (GFM) in collaboration with the Human Resource Development Council (HRDC) has come forward with the Advanced Training in Fund Administration / Accounting which will be run under two HRDC-funded training incentive schemes, namely the Sectoral Skills Development Scheme (SSDS) and the Graduate Training for Employment Scheme (GTES). This industry-driven training is targeted at private sector employees (existing employees) and unemployed graduates (potential exmployees).

An official launching ceremony was organised at 09 15 hrs at the HRDC, 4th Floor, NG Tower, Ebène on Thursday 29 August 2019.

(i) Advanced Training in Fund Administration / Accounting run under the Sectoral Skills Development Scheme (SSDS)

Under the SSDS, some 45 employees from participating enterprises will follow a 6 months training programme, ending in February 2020. The training will be implemented in three phases. The first phase will comprise a two-day workshop with a specialised trainer which will be held on 30 & 31 August 2019. Phase II will include online training through virtual classrooms. The last phase will consist of revision classes, assessment of the programme and subsequent certification. This Advanced Training in Fund Administration, which is an intermediate level programme, is being offered to experienced fund administrators and other back office support staff.

The training will be delivered by CLT International, a UK-based firm. CLT International delivers programmes in partnership with STEP, the Alliance Manchester Business School, and the International Compliance Association, amongst others.

The core objectives of this training programme are to help re-engineer Industry strategies for development in the Fund Administration/Accounting segment and empower Mauritian professionals to perform their role in line with international norms and service funds from across international jurisdictions.

(ii) Advanced Training in Fund Administration / Accounting run under the Graduate Training for Employment Scheme (GTES)

Under the GTES, seven enterprises are involved in this programme where 38 unemployed graduates will follow the training and to be ultimately employed. The aim of this training programme is to cater for the need of personnel in fund accounting / administration for the following enterprises:

  • Vistra (Mauritius) Ltd;
  • Ocorian Corporate Services (Mauritius) Ltd;
  • Axis Fiduciary Ltd;
  • Apex Fund Services (Mauritius) Ltd;
  • GFin Corporate Services Ltd;
  • DTOS Ltd; and
  • Intercontinental Trust Ltd.

This training will be conducted by Global Finance Mauritius with the collaboration of CLT International and the Financial Services Institute Ltd (FSI). This 12-months training programme, ending in July 2020, will comprise of face-to-face and online access to resources as well as industrial placement.

About the SSDS

The Sectoral Skills Development Scheme is a bottom up approach which aims at helping industry associations to meet the skill needs of their members by providing them with incentives to mount, develop and implement specific skill development programmes based on common needs through a clustering approach. Skills needs can be identified in a number of ways, namely through TNAs, focus group discussions, consultation with industry association members among others. About the GTES

The Graduate Training for Employment Scheme is a training and placement programme of 3 to 12 months’ duration which aims at enhancing the employability of unemployed graduates by equiping them with skills that match industry needs. The cost of training under this programme is funded by the HRDC for up to a maximum of Rs 80,000 per graduate. In addition, the HRDC also provides a monthly stipend of Rs 6,000 to each graduate during the training and placement period.
